Riders are restricted to urban roads and designated cycle lanes. Furthermore, speed limits are strictly enforced:

  • 25km/h as the maximum structural speed for all VMPs.
  • Lower limits (often 10km/h) may apply in specific signposted areas where lower speeds are required for safety.
  • Riding on interurban roads, motorways, or through tunnels is strictly prohibited.

Mandatory Requirements for Riders

To legally operate a VMP in Spain, several personal and mechanical requirements must now be met.

First, the age limit is generally set at 16 years old, though some municipalities may have slight variations. Second, safety is no longer optional—wearing an approved helmet is mandatory.

  1. A manufacturer’s circulation certificate, proving the vehicle meets technical standards. All scooters sold after January 2024 must have this, and older models must be certified by 2027.
  2. Third-party liability insurance. While this was previously a recommendation, it is now a mandatory requirement in an increasing number of Spanish cities to ensure road safety.

  • Riding without insurance: In jurisdictions where it is mandatory, failing to provide proof of third-party liability insurance can result in an €800 fine.
  • Substance use: The maximum penalty of €1,000 is reserved for those operating a scooter under the influence of alcohol or drugs, following the same limits as car drivers.

These measures reflect a national movement to tighten controls on VMPs. As the number of scooters on the road increases, so does the potential for conflict with pedestrians and traditional motor vehicles.
